Portable Assisted Living Services is an assisted living program providing personal care and services for residents living in subsidized senior housing. Residents continue to pay monthly rent to the building. If eligible for the MLTSS (Managed Long Term Services and Supports) Program, there are no out of pocket costs for the PALS Program. If not eligible for MLTSS, residents pay a daily rate for services provided. Care provided is based on the individual needs of each participant in a manner that promotes their individuality, dignity, privacy, choice, and independence.
According to the American Association of Homes and Services for the Aging, there are few viable options for America’s low income older adults that address the dual needs for affordable housing and services. In Bergen County, several thousand low income seniors reside in subsidized housing. Approximately one third of the residents are age 80 and over. The 2002 American Community Survey found that over half of these older residents reported limitations in activities of daily living and one third reported difficulty with tasks such as shopping or going to medical appointments. Numerous other studies have been conducted on the health status of older renters in subsidized housing with findings that demonstrate significant needs due to physical frailties, cognitive impairments and chronic health conditions.
These residents need increased assistance with meal preparation, medication management, personal care, laundry, and housekeeping. Aging-in-place is a goal being promoted by federal and state agencies but is not realistic for many older adults, especially those with low incomes. To complicate matters, especially in Northern New Jersey, few assisted living facilities are available for older adults with low incomes. Too often, the only option is transfer to nursing homes subsidized by Medicaid programs even though the level of care at these homes is far beyond that which is needed. Assisted Living Programs (ALPs) provide an opportunity for senior residents to remain in their homes/communities while providing them with access to a range of services including medication administration, personal care, meal preparation, recreational activities, housekeeping and laundry.
Our organization is expert at providing assisted living services in a way that contains cost, ensures quality and promotes dignity and choice. Since 1990, we have operated Bright Side Manor. We have been licensed by the State of New Jersey to provide assisted living services since 2003. We have an excellent track record with the Department of Health and Senior Services and are one of very few facilities in New Jersey that specifically targets low and moderate income seniors. The resources and expertise that we have developed at Bright Side Manor provide a sound foundation for our new ALP known as PALS (Portable Assisted Living Services).
